Ghost stories part of the White House?s legacy

The White House is the best-known residence in the nation, and a few of its famous residents are rumored to be long-term tenants.

Ghost stories have been part of the executive mansion?s heritage for over a century, and as we approach Halloween, let?s take a look at the top stories passed down from people who claimed to have bumped into some departed presidents and others.

1. Lincoln?s ghost

There may have been more sightings of Abraham Lincoln?s spirit than presidents who inhabited the White House, and some reports seem to be in jest.

But there are a lot of reports from workers at the White House and even Winston Churchill that they bumped into Lincoln wandering the building years after his death.

Lincoln was shot at Ford?s Theater in 1865 and died at a nearby boarding house. But it is his spirit that is reportedly stuck at the White House, where he planned the Civil War and had started planning reconciliation when he was killed just days after Robert E. Lee?s surrender.

The most famous Lincoln story is from Churchill, who was staying at the residence after World War II, the British leader had just emerged from a bath, wearing nothing and smoking a cigar. He reportedly met the late president.

?Good evening, Mr. President. You seem to have me at a disadvantage,? Churchill allegedly said. He also refused to stay in the room after the encounter.

2. Jackson?s ghost

Another famous president who still could be seeking a longer term in the White House is Andrew Jackson.

The reported encounters with Old Hickory are not sightings but hearings. And what people reportedly hear from Jackson is a lot cursing from the 19th-century president.

One person who believed Jackson?s spirit remained in the White House was Mary Todd Lincoln, who held regular s?ances there after her son, Willie, died.

There was also a reported Jackson encounter during the administration of President Dwight Eisenhower.

3. Abigail Adams

John Adams? wife only stayed at the White House for a few months as its first occupant, along with her husband. Thomas Jefferson was the first president to spend a full term at the residence.

But some people believe Abigail Adams returns for an occasional visit to supervise the laundry.

Mrs. Adams used the East Room to hang out her laundry in 1800. A sighting of her was reported there during the Taft administration about 112 years later, when an apparition was seen carrying clothes in its arms.

4. Dolley Madison

The irrepressible Dolley Madison is best known today for rescuing the Gilbert Stuart painting of George Washington from the White House before the British burned it down during the War of 1812.

But in ghost lore, she?s best known for reportedly encountering two gardeners during the Wilson administration a century later.

First Lady Edith Wilson asked the two to move the fabled Rose Garden, which Madison had created and nurtured.

The gardeners were reportedly met by an angry Dolley.

Today, the Rose Garden remains where Dolley Madison wanted it.

5. The British fire starter

The most traumatic incident in White House history was its destruction by British troops in 1814. A royal soldier apparently died in the attack after he helped set fire to the White House, and there are reports he occasionally returns to finish the job.

One incident was reported a few years after the Truman-era restoration, where the spirit was seen trying to set a bed on fire.

Also, there was a major fire in the West Wing during the Hoover administration on Christmas Eve in 1929.

Officially, it was a clogged fireplace flue that stared the blaze.

Even today, recent White House staffers reported hearing strange noises late at night in the White House. But there?s one president who probably hasn?t come back for a guest appearance.

James Buchanan openly tired of being president as the Civil War grew near.

?If you are as happy in entering the White House as I shall feel on returning to Wheatland, you are a happy man indeed,? Buchanan said just before leaving office in 1861.

Shot Pakistani girl recovering fast in UK: father

BIRMINGHAM, England (Reuters) - The father of a Pakistani girl shot in the head by the Taliban for advocating girls' education said on Friday she would "rise again" to pursue her dreams after hospital treatment.

Malala Yousufzai, 15, was flown from Pakistan to Britain for specialist treatment after the October 9 attack, which drew widespread international condemnation.

The father Ziauddin Yousufzai and other family members arrived in Britain on Thursday to help her recovery.

"They wanted to kill her. But she fell temporarily. She will rise again. She will stand again," he told reporters, his voice breaking with emotion.

Malala has become a powerful symbol of resistance to the Taliban's efforts to deny women education. Public fury in Pakistan over her shooting has put pressure on the military to mount an offensive against the radical Islamist group.

"When she fell, Pakistan stood ... this is a turning point," her father said. "(In) Pakistan for the first time ... all political parties, the government, the children, the elders, they were crying and praying to God."

The Taliban have said they attacked her because she spoke out against the group and praised U.S. President Barack Obama.

A cheerful schoolgirl who wants to become a politician, Malala Yousufzai began speaking out against the Pakistani Taliban when she was 11, around the time when the government had effectively ceded control of the Swat Valley to the militants.

She has been in critical condition since gunmen shot her in the head and neck as she left school in Swat, northwest of Islamabad.

She could be at risk of further attack if she went back to Pakistan, where Taliban insurgents have issued more death threats against her and her father since she was shot.

"It's a miracle for us," her father said. "She was in a very bad condition ... She is improving with encouraging speed."

British doctors say Malala has every chance of making a good recovery at the special hospital unit, expert in dealing with complex trauma cases. It has treated hundreds of soldiers wounded in Afghanistan.

Dave Rosser, the hospital's medical director, said she would be strong enough to travel back to Pakistan in a few months' time but it was unclear whether the family would choose to do so.

"She's certainly showing every intention of keeping up with her studies," Rosser added.

Malala's father said he and his family cried when they were finally reunited with her on Thursday.

"I love her and of course last night when we met her there were tears in our eyes and they were out of happiness," he said, adding that Malala had asked him to bring school textbooks from Pakistan so she could study.

"She told me on the phone, please bring me my books of Class 9 and I will attempt my examination," he said.

"We are very happy ... I pray for her."

New Genes Discovered For Adult BMI LevelsYour Health Journal ...

From Pharma Live?..

A large international study has identified three new gene variants associated with body mass index (BMI) levels in adults. The scientific consortium, numbering approximately 200 researchers, performed a meta-analysis of 46 studies, covering gene data from nearly 109,000 adults, spanning four ethnic groups.

In discovering intriguing links to lipid-related diseases, type 2 diabetes and other disorders, the IBC 50K SNP Array BMI Consortium?s study may provide fundamental insights into the biology of adult obesity. Scientists from the Center for Applied Genomics at The Children?s Hospital of Philadelphia led the study, using the CardioChip, a gene array containing probes for some 50,000 genetic variants across 2,100 genes relevant to cardiovascular and metabolic functions.

The study appeared online Sept. 21 in Human Molecular Genetics.

?BMI is a widely used measure of obesity, which affects one third of U.S. adults, and approximately half a billion people worldwide,? said first author Yiran Guo, Ph.D., of Children?s Hospital, who led the meta-analysis. ?Previous studies have shown that genetics plays an important role in obesity, and this study expands our knowledge of BMI genetics.?

The researchers first analyzed a dataset of approximately 51,000 individuals of European ancestry (EA) to discover initial gene signals, and then performed replication studies in another 27,000 EA subjects, as well as 14,500 additional EA individuals. Further analyses of data from approximately 12,300 African Americans, 2,600 Hispanics and 1,100 East Asians strengthened the team?s findings.

The researchers uncovered three novel signals, from the genes TOMM40-APOE-APOC1, SREBF2 and NTRK2) that were significantly associated with BMI in adults. All had previously been linked to other important disorders. The APOE locus is well known to be involved in blood lipid regulation and circulation, and plays an important role in Alzheimer?s disease. The SREBF2 gene is in the same family as SREBF1, linked to type 2 diabetes in another CardioChip study. Finally, NTRK2 codes for a receptor of the BDNF protein, which is known to be related to BMI and is associated with the eating disorder anorexia.

Anorexia is a special interest of Guo, who holds a Davis Foundation Postdoctoral Fellowship in Eating Disorders. Guo added that the large dataset from the previous studies allowed the researchers ?to enhance our understanding of BMI genetics, as well as the interplay between genetic variants and metabolic disorders such as obesity, type 2 diabetes and lipid-related conditions.?

Nexus 7 3G spotted at the FCC ahead of Google event

Android CentralRight on schedule for a possible unveiling at Google's NYC event on Oct. 29, the Nexus 7 3G has passed through the FCC, with support for T-Mobile and AT&T HSPA+ bands. We also imagine Euro-friendly frequencies will be included, though manufacturers aren't required to reveal these in FCC docs.

The 3G version of Google and ASUS' tablet has been rumored since early September, when the news was broken by MoDaCo's Paul O'Brien.

Today's FCC listing doesn't bring any further information regarding the storage configuration of the new, cellular-capable Nexus 7, but as it's a premium model. However, as it's a premium model, we wouldn't be too shocked to see this arrive with 32GB of internal flash.

A 32GB Wifi-only version of the Nexus 7 has already been extensively leaked. Both new N7 variants are expected to be unveiled at Google's "Playground" event next Monday, along with the Nexus 4 and Nexus 10.

Apple nearing deal with labels for internet radio service, says Bloomberg

Rumors of a music streaming service from Apple have been circulating since the dawn of the iPod age. Bloomberg is reporting that an internet radio platform from Cupertino is nearing reality, as talks between Apple and the major music labels have "intensified." The negotiations center around how to share revenues from an ad-supported service that, according to reports, would pose more of a threat to sites like Pandora than it would Spotify. In fact, after Bloomberg reported that the new Apple service could launch during the first quarter of 2013, Pandora stocks plummeted over 17 percent and trading of the company was briefly halted. According to sources Cook and co. are seeking much more flexibility than its potential competitors enjoy and earlier access to new releases. The shift towards ad revenue and a new platform for helping listeners discover music is considered by most involved to be an essential evolution of the iTunes ecosystem as sales of digital downloads have slowed. For more, hit up the source links.

Sole Proprietorship: Doing Business As (DBA) Filing

Choosing a business name is one of the first things you need to consider when you start a business. If you decide to incorporate a business as a corporation or LLC, you need to give your business legal entity a name. ?Even if you don?t decide to incorporate, you should still give your business an official name by filing a ?Doing Business As? (DBA) form to protect your rights, make it possible to get a business bank account and build your credibility with customers.

    Doing Business As

What is a ?Doing Business As? (DBA) Filing?

?Doing Business As? forms, or DBAs, are official business filings that provide notice to the public of the true owner of a business (in case the identity would not otherwise be known from the name of the business itself). DBAs are sometimes called Fictitious Business Names (FBNs), assumed business names or trade names. To help notify the public, many jurisdictions require that the FBN or DBA be published in the legal notices section of a newspaper meeting specific requirements over a specified time period.

Which types of businesses need to file a ?Doing Business As? (DBA)?

A ?Doing Business As? (DBA)?must be filed anytime you are operating a business using a name that is different from your own?name if you are a sole proprietor or general partnership, or that is different from your company name if you are operating your business through a corporation or a limited liability company.

For example, if Jane Doe is operating a cookbook store called ?Jane Doe?s Cookbooks,? then she would not need to file a DBA. If Jane were calling her bookstore ?Books for Cooks,? then she would need to file a DBA because her business name is different from her actual name. If her company name was Books for Cooks, Inc. then she could use the ?Books for Cooks? name without a separate DBA filing, since she has already incorporated the business under that name.

When do you need to file a ?Doing Business As? (DBA)?

?Doing Business As? (DBA)?should be filed before you start conducting business using the fictitious business name. Some jurisdictions allow you to file a DBA within a short time period of first using the name. However, since you usually need a DBA before you open a business bank account or use your business name in contracts, it is best to get the DBA done upfront.

Where do you need to file a ?Doing Business As? (DBA)?? at the state or county level?

Where the filing should be made depends on the state where you are conducting your business. DBAs are usually filed at the state or county level. In addition, some jurisdictions have a publication requirement ? meaning that when you file your DBA, you need to give public notice by publishing an official announcement of your business name in an approved newspaper. For example, the requirement may be that the DBA be published once per week for a period of four weeks in a specific newspaper in the legal notices section. Of course, specific publication requirements vary, and there may be additional fees or costs involved with buying space in the newspaper.

How can a ?Doing Business As? (DBA)?filing help your business?

Filing a ?Doing Business As? (DBA)?will help keep you in compliance with the law, and makes it possible to open bank accounts and receive payments in the name of your business. Most banks will not allow you to open an account without receiving a copy of your filed DBA.

For those business owners who have decided not to incorporate or form a limited liability company, filing a DBA allows them the freedom to use a business name that helps market the products and services of the business and to create a professional business identity separate from their personal identity.

Is a ?Doing Business As? (DBA)?the same thing as a trademark?

No. A DBA gives you certain benefits, but it does not protect your use of your business name from others. For that, you would need to seek separate trademark protection.

Can I use ?Inc.? ?Co.? or ?LLC? in my ?Doing Business As? (DBA)?filing?

No. One of the few limitations on which types of business names you can choose with a DBA filing is that you cannot use a name that contains words or abbreviations that would make it sound like it is a corporate entity. This means you cannot use Corporation (or Co.), Incorporated (or Inc.), or LLC in your DBA name.

This limitation is to prevent businesses from using DBAs to create a misimpression about the ownership structure or corporate status of the business. In some jurisdictions, you must do a name search to make sure your name is not already being used. In other places, no such search is required (and someone else may be using the exact same name).

If your name is important to the business, we recommend that you conduct a business name search and search for existing trademarks prior to filing a DBA. CorpNet offers a free business name search that you can use to make sure that your chosen business name is available for your use, to avoid any complications or disputes with other businesses.

How can CorpNet help you file a ?Doing Business As? (DBA)?

Since exact filing and publication requirements vary from state to state and county to county, you may wish to have CorpNet handle your DBA filing, including checking to see if the name you want to use is already in use (where that is a requirement to making a filing), filling out the forms based on information that you provide, filing the form, and publishing the name in the right newspaper for the right length of time (where required).

Once you give us the necessary information, we prepare the DBA documents for you. If the appropriate jurisdiction for your filing requires a name search, we will do that for you. After you sign the DBA forms, we file them and, for those states with a publication requirement, we work directly with the newspapers to meet that requirement on your behalf. Using CorpNet can save you both time and money with service that is fast, reliable and affordable. And remember, our services are backed by a 100% satisfaction guarantee. We make everything easy for you so that you can focus on what you do best ? running your business!

Talk to CorpNet today about how we can help you with your DBA forms and other business filings ? contact us for a free business consultation.

Naming your business doesn?t have to be time-consuming or complicated. You can get all the help you need to make your business ?official? and protect your legal rights by filing a DBA form to give your business a name.

Romney, Obama pledge Israel backing, agree Iran strike last resort

WASHINGTON (Reuters) - U.S. President Barack Obama and Republican challenger Mitt Romney vied on Monday over who was Israel's strongest defender but both agreed that a military strike over Iran's nuclear program must be a "last resort."

Tehran's nuclear program, which the West suspects is for developing weapons and that economic sanctions have so far failed to stop, is almost certain to be among the top foreign policy challenges facing the next president.

Yet Romney and Obama, in their foreign policy debate, did not offer sharply contrasting policies to address the challenge. They agreed on the need for tough economic pressure - and for safeguarding U.S. ally Israel.

"If Israel is attacked, we have their back, not just diplomatically, not just culturally, but militarily," Romney said.

"I will stand with Israel if they are attacked," Obama said.

Iran's leaders have from time to time threatened to eradicate Israel, and Israeli leaders see an Iranian nuclear weapon as an existential threat. Israel has its own undeclared nuclear arsenal.

The question that has risen repeatedly this year is whether Israel would conduct a unilateral strike against Iran's nuclear sites, which would put the United States in a difficult position of whether to enter another Middle East conflict.

The United States and its allies have significantly ratcheted up sanctions against Iran. Obama has often said all options are on the table, but has counseled that diplomacy and sanctions must have a chance to work.

The candidates did not say what they would do if Israel conducted a unilateral strike on Iran, and at one point Romney brushed aside a hypothetical question on what he would do if the Israeli prime minister called to inform him Israel's bombers were en route to strike Iran's nuclear facilities.

    DISAGREEMENT

"The disagreement I have with Governor Romney is that, during the course of this campaign, he's often talked as if we should take premature military action," Obama said at the final debate before the November 6 election.

"I think that would be a mistake, because when I've sent young men and women into harm's way, I always understand that that is the last resort, not the first resort," he said.

Romney and Obama both said it was important to prevent Iran from obtaining a nuclear weapon.

"We need to increase pressure, time and time again, on Iran because anything other than ... a solution to this ... which stops this, this nuclear folly of theirs, is unacceptable to America," Romney said.

"And of course, a military action is the last resort. It is something one would only ... consider if all of the other avenues had been ... tried to their full extent," he said.

Romney pressed his campaign's argument that Obama has been an insufficient friend to Israel, and criticized the president for not visiting the country since he has been in the White House.

Clearly annoyed, Obama criticized Romney for taking fundraisers on a summer trip to Israel and said that on his own trip as a presidential candidate, he visited the Israeli city of Sderot, a frequent target of missiles launched from the Gaza Strip by the militant group Hamas.

The result, he said, was his administration's funding support for an Israeli missile defense system called Iron Dome.

Rick "Ozzie" Nelson, an international security expert at the Center for Strategic and International Studies, said the foreign policy debate was "underwhelming" and the candidates kept switching to domestic policies.

"I thought they both were saying the same thing on Iran. Their policies didn't differ very much," Nelson said. "I didn't see anything different about their policy in Iran, particularly their policy regarding Israel as well. They were in sync on that."

Obama bluntly said newspaper reports that Iran and the United States had agreed to hold bilateral talks on Tehran's nuclear program were not true.

Iran has also denied that bilateral negotiations on its nuclear program had been scheduled.

The United States and other Western powers say Iran's nuclear program is aimed at developing nuclear weapons, but Tehran says the purpose is purely peaceful.

On Syria, Romney tried to put Obama on the defensive by saying the administration has not led in the crisis in which thousands of Syrians have died and President Bashar al-Assad remains in power.

"What I'm afraid of is, we've watched over the past year or so, first the president saying, well, we'll let the U.N. deal with it," Romney said. "We should be playing the leadership role there."

The United States should work with partners to organize the Syrian opposition and "make sure they have the arms necessary to defend themselves," he said.

"I am confident that Assad's days are numbered," Obama said. "But what we can't do is to simply suggest that, as Governor Romney at times has suggested, that giving heavy weapons, for example, to the Syrian opposition is a simple proposition that would lead us to be safer over the long term."

FedEx to add 20,000 holiday season workers

    By Reuters

FedEx Corp said on Monday it plans to hire 20,000 seasonal workers, the same as last year, to handle holiday shipping volume that it expects will be up more than 13 percent.

An ongoing increase in e-commerce and last-minute orders amid a slow-growing economy will mean more deliveries for companies like FedEx that can handle fast shipments.

FedEx, which is closely watched as an indicator of consumer demand and economic health, anticipates handling more than 280 million shipments during the holiday season between Thanksgiving and Christmas.

The company said the impact of an increase in holiday shipments was included in its fiscal 2013 earnings outlook.

For the second time this year, FedEx cut its forecast for global growth in 2013, citing slower growth in China, recession in some European economies and high energy prices.

FedEx can add the same number of seasonal workers as last year because it has been hiring staff throughout 2012, especially at the Ground and SmartPost divisions that will handle the bulk of the holiday volume, said T. Michael Glenn, executive vice president of market development and corporate communications.

December 10 is expected to be its busiest day ever with some 19 million shipments - a 10 percent increase from last year.

E-commerce will drive the shipping volume on so-called "Green Monday," which falls on the second Monday of December and kicks off the heaviest online shipping week of the year.

As more shoppers buy their holiday gifts on the Internet or via mobile phone, it means higher shipping volume for FedEx and United Parcel Service - both of which have delivery contracts with most of the biggest Internet retailers.

Delivery volumes for FedEx's busiest day of the year have consistently grown, and will be nearly double the 9.8 million shipments it handled in 2005.

U.S. retail sales are expected to rise 4.1 percent this holiday season, though a slower pace than in prior years, according to the National Retail Federation.

Online holiday sales, excluding travel, are expected to increase 16.8 percent from last year to as much as $54.5 billion, FedEx said, citing eMarketer data.

"We always see a significant push for last-minute orders, and a lot of it has to do with procrastination, which for FedEx is a good thing during the holiday season," Glenn said in an interview.

Global economic weakening and concerns about expiring tax cuts in the United States could keep many consumers on the hunt for discounts and waiting until the last minute to order holiday gifts.

Retailers are keeping inventory fairly lean, so a jump in orders beyond expectations could boost demand for the quick deliveries that FedEx and United Parcel Service provide.

"Clearly businesses are waiting to see what happens with the election, the fiscal cliff and the election's impact on other policy decisions that may affect energy prices," Glenn said.

FedEx said 82 percent of its ground deliveries are shipped in three business days or less, 61 percent are delivered in 2 business days or less, and 24 percent are delivered the next business day.

Large chain stores including Toys R us, Wal-Mart Stores Inc and Macy's Inc have announced plans to add more holiday workers this year, based on the view that consumers will spend modestly more than last year as the economy mends gradually.

"There are a lot of high-tech products out there and people are saving money in other places to spend on these goods," Glenn said. "We certainly are expecting a strong peak season for FedEx."

UPS, the largest package delivery company, could give insight into its seasonal hiring plans when it reports quarterly results on Tuesday.

UPS added about 55,000 workers for the holidays last year, 10 percent more than it hired in 2010.

From visualizing the gut lining in IBS to new techniques to treat achalasia, GI docs use new tools

Las Vegas, NV, (October 22, 2012) Advances in endoscopic technologies and techniques will be highlighted in clinical research presented at the 77th Annual Scientific Meeting of the American College of Gastroenterology in Las Vegas, NV. A Press Briefing with experts on these topics is scheduled for Monday October 22, at 12:45 pm Pacific Daylight Time by dialing toll-free 888-850-4523 (participant code 424049).

A new scarless option to treat rare swallowing disorder, achalasia

Enhancements in a technique known as NOTES (natural orifice transluminal endoscopic surgery) have evolved a scarless endoscopic approach to treat achalasia, an esophageal motility disorder that causes difficulty swallowing and food sticking in the esophagus. Dr. Stavros N. Stavropoulos, Chief of Endoscopy at Winthrop University Hospital in Mineola, NY reported findings of a study of 31 achalasia patients who underwent a procedure known as POEM (Per Oral Endoscopic Myotomy.) Dr. Stavropoulos and his colleagues use a technique that uses balloon inflation for tunnel dissection and a knife that allows simultaneous submucosal injection and dissection. Their success rate was 29 of 31 patients, or 94 percent, who reported significant symptom resolution as measured by the Eckardt scale, a disease specific severity score for achalasia, as well as reduction in lower esophageal sphincter pressure.

Gut Permeability in Irritable Bowel Explored with Confocal Laser Endomicroscopy

Probe-based confocal laser endomicroscopy (pCLE), an advanced endoscopic tool to obtain very high-resolution images of the mucosal layer of the GI tract, can accurately identify epithelial gaps in the cells of the terminal ileum or small bowel, and may have potential as a diagnostic strategy for Irritable Bowel Syndrome(IBS). Increased intestinal permeability has been reported in patients with IBS. However, there are no reports of characteristic endoscopic findings which define IBS.

Researchers at University of Alberta in Canada hypothesized that increased epithelial cell extrusion may result in intestinal barrier dysfunction. Intestinal epithelial cells are constantly shed, leaving gaps in the epithelial layer. In this prospective controlled cohort study of 17 IBS patients and 18 healthy controls, Dr. Julia Liu and colleagues measured epithelial gaps, or the spaces in the lining of the gut. "The test is positive in about two thirds (64 percent) of patients with IBS, and negative in vast majority of the healthy controls (90 percent). These findings suggest that a patient with a positive test has a 73 percent chance of having IBS," said Dr. Liu.

"The density of epithelial gaps was significantly higher in IBS patients and may have potential as a diagnostic test, although the clinical significance of the pLCE findings warrants further

PolitiFact Ratings Point to Obama's Successful Initiatives and Stalled ...

As the presidential election dominates the news over the next few weeks, PolitiFact ? a fact-checking website sponsored by the Tampa Bay Times ? has released an analysis of then-Senator Obama?s 2008 campaign promises, as well as promises made by Republican party leadership during the 2010 congressional elections.

It?s telling that not one of the 57 GOP promises rated by PolitiFact is directly related to education or children.

But of 508 of the president?s promises rated, several dozen are early childhood- or education-related. They range from home visitation for low-income expectant mothers (Promise Kept) to requiring that all schools of education be accredited (Stalled).? And a surprising number of them are promises specific to early education.

Back in 2008, the Obama campaign promised a ?Children?s First? agenda ? a series of initiatives that emphasized children from birth to age 5. Four years later, PolitiFact rated the administration?s progress as ?Compromise.?? Though the group notes it found no evidence of an agenda labeled ?Children?s First,? a number of smaller birth-to-five projects like home visiting, the Race to the Top-Early Learning Challenge, and Head Start quality efforts have been pushed, and each one of those has been achieved.

Lisa Guernsey, director of the Early Education Initiative, spoke to the PolitiFact researchers, saying that while there?s plenty left undone, the administration has nonetheless pushed ?the conversation of early childhood care so that it is connected to early education.? And, she said, federal funding cuts have mostly spared early learning programs. In some cases, early education programs have even seen funding boosts, a rarity throughout the recession.

And in response to a promise to provide ?affordable and high quality? child care, PolitiFact deemed the president?s score a ?Promise Kept.? The rationale for the rating is $2 billion in stimulus funding funneled into the Child Care and Development Block Grant (CCDBG).? Still, it is difficult to say that promise is complete, given that a report by Child Care Aware? of America found that in 35 states and the District of Columbia, child care costs are, on average, higher even than in-state tuition.

The website also ranked the president?s promise to ?promote more preschool education? as a Promise Kept, citing the $500 million Race to the Top-Early Learning Challenge program.? But even though that program did incent states to reform and strengthen their early learning policies, as well as flush some extra money into building an early learning infrastructure, there?s still plenty of work left to do. The program did not increase the number of slots for high-quality pre-K programs and per-pupil funding for pre-K has declined by more than $700 per child over the past nine years. Early Ed Watch?s sister initiative, the Federal Education Budget Project, now displays in its PreK-12 database state- and school district-level data on state-funded pre-K, Head Start, and special education preschool grants. The data show gaping holes in available data, especially at the local level, and insufficient access in many states to publicly funded pre-K programs. (Take a look at your state or school district; the data are here.)

Promises to quadruple Early Head Start, grow funding for Head Start, and improve quality in both programs, meanwhile, were rated Compromise.? Instead of quadrupling Early Head Start as he promised, the president nearly doubled enrollment in the program thanks to extra stimulus cash. He did increase funding for Head Start, but PolitiFact also credits the $500 million Race to the Top-Early Learning Challenge to efforts to increase Head Start funding because much of it was dedicated to improving the administrative side of all early learning programs ? including, but not limited to, Head Start. And with several new quality improvement and enforcement mechanisms in place, PolitiFact considered the president?s third Head Start promise a success.?

To check out the rest of the PolitiFact ratings for President Obama, click here for education promises and here for promises related to children.? Also see recent posts on Early Ed Watch about how both Obama and Romney are talking about ? or not talking about ? early education during these last few months before the election.
