Facebook's stock sinks, so who should buy it?

NEW YORK (AP) - Investors are dumping Facebook's stock, spooked by slowing revenue growth, the lack of a financial outlook and plans to spend more money in the coming months.

Are they right?

Only if they are thinking in the short term. Investors can expect Facebook's stock to be volatile for a few years. But analysts say those willing to wait will likely be rewarded - someday.

"I view it as a tomorrow stock," says Christian Bertelsen, chief investment officer at wealth management firm Global Financial Private Capital.

"The whole thing on Facebook is, look, if your time horizon is hourly, weekly or even monthly, this is not the stock for you," he adds. "You need to take a much longer-term view on it."

That's about three or four years, he says.

Founded in CEO Mark Zuckerberg's Harvard dorm room in 2004, Facebook was a product of the PC era. Now, in the age of mobile computing, a growing number of people are accessing Facebook through their iPhones, Android gadgets and tablet computers. Yet Facebook is only now starting to figure out how to make money from its mobile audience.

"The company is going through an almost painful transition from desktop to mobile," Baird analyst Colin Sebastian says.

He calls Facebook "a speculative investment," but one with plenty of potential.

"With almost one billion users, Facebook is amassing the most comprehensive user profile database in existence," Sebastian says. This, he adds, offers a "significant opportunity" to reap a big chunk of the global advertising market, which is currently at $500 billion a year.

"Amazon comes to mind immediately," Bertelsen says.

After that company went public in 1997, at the time mainly just an online bookstore, critics were quick to cry dot-com bust, call its business a broken, and so on. Today, it is the world's biggest online retailer, selling everything from DVDs to vacuum cleaners to Web storage.

"Now they are the retailer to the world," he adds.

Amazon.com Inc.'s stock price grew to more than $200 a share, from less than $2. Of course, Facebook has started out much higher, at $38.

Facebook's first earnings report since its rocky initial public offering on May 18 was the second coming that didn't quite materialize. So investors sent Facebook's stock to its lowest level ever on Friday. Shares fell $3.14, or nearly 12 percent, to close at $23.71 after hitting $22.28 in the morning. The previous low was $25.52, reached on June 6.

The stock dropped despite the fact that Facebook's second-quarter results met Wall Street's expectations, with revenue one-third higher than last year.

Given the rocky economy and investors' heightened sensitivity to a stock's value, betting on a company becomes a "show-me story" for many of them, Sebastian says. That means investors want proof rather than Facebook's word that it can grow its revenue and make a profit.

Facebook, for now, is more of a tell-me story, one whose success or failure will play out in the coming quarters, or even years. The company hasn't shown all it can do. Its revenue growth slowed. The company's revenue nearly tripled in 2010, compared with 2009.

In the first quarter of this year, revenue climbed 44 percent, higher than the 32 percent increase in the second quarter. Following in Google's footsteps, it did not offer financial guidance for the coming quarters, which makes it a riskier bet for investors.

Facebook also said it plans to increase its investments in the coming quarters. Higher expenses could mean lower profits.

Facebook, which is based in Menlo Park, Calif., was valued at $104 billion when it went public two months ago. That means investors placed a higher value on its stock than established companies such as McDonald's, Pepsi and even Amazon.

With Facebook's stock hitting a new low on Friday, the company lost as much as 39 percent of its value. It's now around $66 billion, a little more than 3M, the company that makes Scotch tapes, stethoscopes and sandpaper. It's also in the same range as American Express.

Despite the doubts, Mike Magan of Carmel, Ind., plans to keep the 10 shares he bought at $34.25 each a few days after Facebook went public.

"I bought this thinking it was going to be something I was going to pass down to my kids," said Magan, who works for an industrial marketing firm. "I see this as a company that will be an Apple."

Other stocks he owns include Apple, naturally, which he bought a decade ago. Back then, it was trading at around $8 to $10. Now, it's pushing $600 as the world's most valuable company, thanks to successes with the iPhone and the iPad - the same devices confounding Facebook.

"My purchase of Facebook was a vote of confidence," Magan says, adding that he buys stock about every three to four years.

Analysts are generally positive on Facebook. Of the 27 analyst ratings available from FactSet, 15 are "Buy" or equivalent, while just three are a "Sell." Analysts tend to have longer-term views of stocks than many day-to-day investors.

"We don't view these results as dramatically good or bad," Citi analyst Mark Mahaney says. "Key questions remain: the future of Facebook mobile monetization and the future of Facebook user engagement."

Jennifer Garner: 'Kids are hungry to learn' | Jen Garner Net

Jennifer Garner, award-winning actress and mother of three young children, does not have much extra time.

So, the fact that she chooses to serve as an advocate for Save the Children speaks volumes for what the organization means to her.

?I travel to D.C. a lot to do advocate work,? said Garner, who for three years has held the position of artist ambassador with Save the Children?s U.S. programs. ?It?s also important to go to the sites to be a witness to what I see going on. Kids are hungry to learn.?

Garner said it is important to her to funnel energy into something with the most impact.

?Without a doubt, that is Save the Children,? she said.

Garner spoke on Tuesday morning in a meeting room at Charleston Embassy Suites for the closing plenary session of the Southern Legislative Conference. The audience included lawmakers from 15 southern states.

Also speaking at the event was Mark Kennedy Shriver, who leads Save the Children?s programs and advocacy efforts in 17 states. He has also served as a member of the Maryland House of Delegates.

Garner said a support group is invaluable for a young mother who can help her children get a good educational start in life.

She told the story of visiting Matthew, an 11-month-old with no books or toys in his home. She watched a Save the Children staff member work with him and his mother who was also caring for his 2-week-old sister. The advocate took along books, toys and encouragement. Garner saw the mother gain confidence as her son babbled and played ball.

?I was so excited to witness it,? Garner said.

Save the Children is an independent organization geared to improve the lives of children through early childhood education and literacy programs as well as physical activity and better nutrition. In 2010, West Virginia began offering Save the Children programs in some areas.

Through early childhood education, trained advocates go into homes to teach parents the importance of reading to children and using toys to stimulate learning. They take along toys and books to children who often have no such items in their poverty-stricken environments. Through encouragement and moral support, parents gain the confidence and know-how to help their children learn.

?Ninety percent of brain growth occurs before the age of 5,? said Garner, who added it is unfair for a child to have to play catch up in order to succeed.

Extending a helping hand and a bit of knowledge to a mother who feels isolated and frightened can make all the difference, she said.

Garner cited her own support group of other mothers who walk with her and share experiences and insight.

As children become older, Save the Children offers after school and summer literacy programs. Books are provided for libraries badly in need of literature to stimulate learning and a love for reading.

Save the Children, an international organization, works with other organizations, governments, nonprofits, and corporate sponsors without a political agenda or religious orientation.

Garner wants all children to have lives filled with opportunities and books. That is possible despite financial obstacles, she said.

As an example, she used her own mother, Patricia, who attended the event on Tuesday.

Garner said her mother was the middle of 11 children in a family poor in money but rich in books, storytelling and games. Her mother went to school in dresses made of flour sacks, put herself through college, and became a teacher who inspired many to have a love for learning.

She said everyone can help children get a good start in life through raising awareness of the value of early education, volunteering in literacy programs, donating books, or making other contributions.

When Shriver took the microphone, he praised Garner?s help with the organization.

?Jennifer summarized beautifully what Save the Children does,? he said. ?She is a great actress but an even greater mom and advocate for Save the Children.?

Save the Children began in Kentucky in 1932 and is now in 17 states with programs soon to begin in Missouri, he said. As a former member of the Maryland House of Delegates, Shriver said he realizes that many people ask for a piece of the pie but the best way to improve the economy is by investing in education.

?Forty percent of kids are not involved in early childhood education,? said Shriver, who added providing that support could have a major impact on the economy within one generation.

?In these tough economic times we often talk about slices of the pie,? he said. ?What we need to talk about is how to expand that pie. The best way is to invest in our kids.?

The ancient Colosseum in Rome is slanting about 40cm lower on the south side than on the north, and authorities are investigating whether it needs urgent repairs.

Experts first noticed the incline about a year ago and have been monitoring it for the past few months, Rossella Rea, director at the 2,000-year-old monument, said in the Italian daily Corriere della Sera.

The Leaning Tower of Pisa, another of Italy's most popular attractions, was reopened in 2001 after being shut for more than a decade as engineers worked to prevent it from falling over and to make it safe for visitors.

Rea has asked La Sapienza University and the environmental geology institute IGAG to study the problem and report back in a year.

Tests have begun to observe the effects that traffic on nearby busy roads may have on the monument.

Prof Giorgio Monti, from La Sapienza's construction technology department, said there might be a crack in the base below the amphitheatre.

"The slab of concrete on which the Colosseum rests, which is like a 13-metre-thick oval doughnut, may have a fracture inside it," he told the newspaper.

He said intervention could be necessary if the concerns are confirmed, along the lines of stabilisation work carried out in Pisa, but he said it was too early to judge what kind of intervention would be most suitable.

The Colosseum ? famous for hosting bloody gladiator fights in the days of the Roman empire ? attracts hundreds of thousands of tourists and is usually packed with visitors.

Could be a great game!

We?ve highlighted board games and card games on Kickstarter before, but we don?t do so very often. But there?s a new 2-player strategy card game up on Kickstarter that we are interested in and wanted to spread the word.

If you?re not familiar with Kickstarter, it?s a website created to fund projects. And they can be projects of any kind ? art, music, design, fashion, food, film, games, and much more. It?s a great way for people with a great idea to get their projects off the ground. The post their project on Kickstarter and then others around the world can pledge a contribution to the project ? in any amount. If the the goal or target amount of funds is reached, then the project is funded and the money exchanges hands. Of course if the goal isn?t met, then no one is out any money.

Over the past 2 years, potential and existing board game publishers have used Kickstarter to get their board game ideas up and running. It?s a great way to gauge demand and at the same time find initial funding to get their game into production and out in the hands of players around the world.

Serpent Stones
Serpent Stones is recent addition to Kickstarter and the board game company Dangermoose Entertainment is looking to raise just $5,000 to get their card game initially published. The deadline is just a month away on August 26, 2012 and they?re 60% of the way to their funding goal.

There are a couple things that interest me with Serpent Stones. As their description states ?Serpent Stones is a fast, tactical two-player game of ancient warrior tribes. Capture, strike, sacrifice, and emerge victorious!? The first interest for me is the 2-player strategy aspect. We love great 2-player board games and abstract strategy games. The second aspect is the theme ? ancient Aztec warriors sound pretty cool.

And the other reason why I think it will be cool is because designer Robert Harrington of Dangermoose Entertainment enlisted the assistance of Game Salute and their Springboard program to launch the card game. Springboard is used to test out games before they go up on Kickstarter. As you can imagine, anyone with a game idea could post their game on Kickstarter. What Springboard does is scrutinize the game and help refine it before it goes to Kickstarter. It?s kind of a seal of approval that I can really support.

Naval exercises a boost for India-Japan ties

NEW DELHI - For two days last month, ships from the Indian and Japanese naval forces held joint military exercises in waters off Tokyo. By military standards, the exercises were small in scale. But they were heavy with symbolism and brought to light another facet of the growing relationship between the two countries - defence.

Their growing collaboration is expected to lead to tighter cooperation in one of the world's most increasingly important regions, the Indian Ocean. And given the shadow cast by the regional giant that separates the countries, it is a relationship that many observers feel is long overdue.

Such joint exercises might be standard practice in international military-to-military exchanges, but with growing regional tensions - like in the South China Sea, located between India and Japan - they take on a more complex meaning.

"If you look at it through a containment of China prism, it makes sense. Everybody is very worried about China," said Mr Rahul Bedi, a regional defence expert.

The exercises could be taken as part of efforts to boost India's naval power and project its influence beyond the Indian Ocean. THE NEW YORK TIMES

Man stops alleged iPhone thief, makes a video

Brian Hester was taking a smoke break on Barclay Street when he witnessed a man steal an iPhone straight out of a woman's hands Thursday.

Hester, a real estate broker and avid photographer, wasn't going to just stand by and do nothing, so he gave chase.

"All I was thinking was, 'Catch this guy,'" Hester said Friday.

Joined by other New Yorkers, Hester and the band of strangers caught up to the alleged thief on Broadway. They held him on the ground and Hester began taking video with his camera.

As they waited for police, the alleged thief decided to make a run for it, but Hester wasn't about to let him get away. He chased the man a second time and tackled the alleged crook right in the middle of Broadway.

Police came and arrested the man and the band of good Samaritans returned the iPhone to its owner.

Throughout the ordeal Hester continued to shoot video with his camera. He hopes that the video he took will serve as a warning to potential thieves.

"I wanted to put the video out there to show anybody else who's thinking of coming to New York and snatching somebody's iPhone that you're not going to get away with that," said Hester.

CHICAGO (AP) - The Cards almost had five of a kind.

Matt Holliday, Yadier Molina and Lance Berkman started a power show by the St. Louis Cardinals, who became the first team in eight years to hit a home run in each of the first five innings and went on to beat the Chicago Cubs 9-6 Friday.

Matt Carpenter and Allen Craig also connected off Travis Wood (4-6), whose five homers allowed matched the Cubs record.

Molina hit a two-run homer in the second, with the rest solo shots.

"The flags were blowing in, but the ball was still carrying," Cardinals manager Mike Matheny said. "There were just a lot of hard hit balls. "Whenever you can mix five home runs in five innings, that's pretty impressive."

Carpenter put St. Louis ahead 7-6 when he homered on the first pitch of the fourth, and Craig homered into the left-field bleachers in the fifth. The previous team to homer in each of the first five innings was Houston against Colorado on Oct. 2, 2004, according to STATS LLC.

"All those balls were crushed," Holliday said. "None of those were cheap home runs. If the wind was blowing out, those would have been a lot more impressive."

Lance Lynn (13-4) tied New York's R.A. Dickey and Washington's Gio Gonzalez for the NL lead in wins despite allowing six runs and eight hits in five innings. Jason Motte completed four shutout innings for the Cardinals' bullpen, getting three outs for his 23rd save in 27 chances as St. Louis won for the seventh time in eight games.

"The offense carried me, and the bullpen came in and did what they do," Lynn said. "It was one of those days - a team win."

Lynn allowed one run in 19 innings during his first three July starts, but the Cubs' first three batters scored. Lynn also gave up three runs in the third as the Cubs rallied to tie 6-6 and ended a streak of 21 straight games in which the St. Louis starter pitched at least six innings - the club's longest stretch since 2004.

"It was hit or miss it seems like," said Lynn, who threw six scoreless innings in his previous start. "The time before I was able to make pitches and get out of innings with runners on. Today when they got the runner on they scored."

Rookie Anthony Rizzo hit a two-run homer for the Cubs, his sixth in 25 games since he was brought up from Triple-A Iowa.

"It's a good feeling to be in that kind of mindset at the plate," Rizzo said. "I just want to stick to it right now and keep going."

Berkman's third-inning homer gave him 1,200 career RBIs and was just his second home run this season. Berkman has reached base in 37 straight games dating to last July 31, the longest streak in the majors, but he has missed 68 games this year because of lower body injuries.

Holliday's solo homer in the first landed just to the left of the camera booth in center field. He added an RBI single in the seventh and singled in the ninth, leaving him with a .434 average, eight homers and 31 RBIs over his last 34 games. He's homered five times in 12 games against the Cubs this season.

Starlin Castro had three hits for the Cubs, including an RBI single in the first and a leadoff triple to center in the third.

Rizzo added an RBI single in the third and scored on Alfonso Soriano's double into the left-field corner, tying the game at 6-all. Rizzo's 28 hits in July are the most among NL rookies.

Wood gave up eight runs and seven hits in five innings and has allowed 22 earned runs in 15 2-3 innings since the All-Star break.

"He does have to keep the ball down," Cubs manager Dale Sveum said. "You're going to get away with that a little more against some other teams. This team, there's a reason why those left-handed numbers are what they are. If you make a mistake, they don't miss them."

The prior Cubs starter to give up five homers in a game was Carlos Zambrano, in his final start for Chicago last Aug. 12.

"Things didn't go as planned," Wood said. "I missed some pitches, and they didn't miss the pitches that I missed."

Chicago put two runners on in the eighth, bringing the potential tying run to the plate with one out, but Reed Johnson and Geovany Soto hit long flyouts off Marc Rzepczynski.

"I was real happy and impressed with the bullpen," Matheny said.

NOTES: In a pregame ceremony the Cubs honored Ron Santo, who was posthumously inducted into baseball's Hall of Fame on Sunday. My News and Society Blog: Religion: Why Are People Attracted To ...

There are numerous religions in the world today; some of these have been around for thousands of years and some could be described as new in comparison. And as well as the religions that are clearly definable as religions, there are also other figures and establishments that are serving a very similar purpose.

However, these might not be noticed or perceived as having any similarities to religion.

Meaning

Before we take a look at what these reasons could be, let's look at the word religion and its meaning. In the dictionary the world religion comes from the Latin word Ligare and this means to bind.

So then, anything that connects one to something could be classed as a religion based on this meaning.

And as the saying goes 'The map is not the territory'. Something can be called a religion, but that is just a word and it does not explain much of what is actually going on. It does not explain the psychology that is involved.

The word has gained a somewhat negative meaning over time and this is because of the behaviour of some of the people that have associated themselves with a particular religion.

Religion can be blamed; but it does not take away our own individual responsibility.

The Purpose

Is not important whether one believes in religion or not. The purpose of this is to look deeply at what might be attracting people to associative with religions and at the same time what needs this could be fulfilling within the person.

This is also not to say that what attracts people to religion is always dysfunctional.

A Metaphor

It is just like when one is hungry; here one consumes food to appease the sensation of hunger. The desire to eat is not negative or dysfunctional; it is simply a part of life.

However, it would be sensible to look at why one is hungry and also what would attract one to certain foods. Sometimes these will be healthy foods and sometimes these will be unhealthy. One might be attracted to unhealthy foods, but instead of blaming the foods one can look at what is attracting them to the foods. This could be classed as being a conscious eater.

My Opinion

These views are my opinion and I do not claim to have all the answers or the only answers. My interest is not in the legitimacy of any religion or religion per se. What interests me is looking at the psychology of religion.

I believe that through the observation of how the ego mind functions, one will be able to gain a better understanding of religion.

The Ego Mind

This is the part of us that is conditioned by our experiences. Some of these can be traumatic and some of these can have very little effect on our lives. And what these experiences do is form how we perceive reality.

And the way it perceives life is though polarities. Here there are only ever two ways and the whole of life will be perceived through one of these ways. This is the good and the bad; the right and the worn and so on. Existence is then broken up into parts. Life becomes an expression of hierarchy and not wholarchy.

The ego fears change and this is because the only way it can function and exist is through things being the same. It feels safe with what is familiar. And if something were to change; it would mean death to the ego mind.

Its identity and only point of reference is the past and the present moment is always being interpreted based on past experiences.

Trauma

One of the things that trauma does is create conflict and separation. One feels separate from what they desire and need. What the ego does is project these needs externally.

These needs can consist of the need to feel: connected, empowered, significant and safe; as well as the need for meaning and purpose.

The Self

So the ego mind has ultimately been created from pain and trauma. It is not a true expression of who one is. The true self is extremely different to the ego mind. Here one is also the observer of the mind and not the mind itself

Hold On!

But let's forget about the true self for the moment and let's continue with the ego mind. Here one has been cut off from who they truly are and is now living from the ego minds perceptions and projections.

A natural consequence is to project all of these needs and wants to an external source. And to the degree that one has not realised something within; will define how much someone looks without.

How Does This Usually Look?

It is not possible to look at every aspect here; so let's look at the more common occurrences.

Higher Or Lower

With the mind working in polarities and higher being seen as better than lower, it makes complete sense for gods to often exist in the sky. This is because trauma can cause one to identify with their ego and feel inferior and below others. And if this happens and one feels inferior or below another, there will be the tendency to perceive others as being higher or superior.

Afterlife

As the ego fears change and therefore death it then becomes important for religions to promise an afterlife for example. This way the ego mind feels safe and can be sure that there is a tomorrow.

Certainty

The ego mind also needs certainty and this is part of feeling safe. As if something is different it of course won't feel safe. This also shows the importance of being right; as if the mind is wrong it could lead to death. And this surely shows why there is often the insistence on one religion being right and another religion being wrong. The individual's ego is looking for external certainty to calm the uncertainty that is active within.

Separation

And if one feels separate from life and cut off internally because of trauma or perception, they will be drawn to anything external that promises connection and a sense of belonging.

Control And Empowerment

Religion is often seen as controlling. And through the different traumas, ones ego mind is likely to feel a lack of control and empowerment. One then needs to do or be more than others to compensate for this inner state. This often becomes a need to control another or others.

And a universal figure or archetype for empowerment is often the male or masculine figure. This of course, shows up in a lot of the different religions. The female or feminine energy typically represents nurturing; so that wouldn't evoke the same experience that the male figure would do in people.

Purpose And Meaning

It is said that ones purpose and meaning is something one finds within. And is an expression of the heart and not the mind. However one of the things that conditioning and trauma does is cut one off from their heart. Ones attention is then more likely to be focused on the outside world and not on what is going on within.

So this would explain why religion is so popular in terms of purpose and meaning, it gives one what they have perhaps lost touch within or maybe haven't ever known within.

Religion

It is my view that whatever the ego mind creates has very little to do with what is true. And this is because its primary function is to ensure ones survival. What it sees and what it needs from the world will usually be coming from what has not been realised within.

Because everything that is seen externally and this includes what is written in word and what is displayed in symbols, has come from a human beings mind. And this means that it has been filtered through their level of awareness and perception. This is what makes it important to observe the mind and to see how it functions.

That is not to say that religion cannot be a catalyst or a mirror for what is within each of us. It is my current understanding that what is true can only ever come from within. And perhaps there are some religions that do match what is true for people.

Not Just Religion

But let's not leave this all to religion. As I have mentioned above, there are many things in the world that have the potential to fulfill the same purpose. These include: celebrities, the media, sports teams, fashion, governments and relationships.

They all exist because they are fulfilling a need; nothing more nothing less. Each of these external creations simply reflects what is going on within people's minds and hearts.

U.S. fears Syria preparing for massacre in Aleppo

AMMAN/BEIRUT (Reuters) - The United States said it feared a massacre in Aleppo after President Bashar al-Assad's forces launched ground and air bombardments in preparation for a major onslaught against rebels in Syria's commercial capital.

Insurgents targeted army roadblocks and security installations, with both sides avoiding close-quarters warfare in the northern city of 2.5 million people, Syria's biggest urban centre.

The U.S. State Department said credible reports of tank columns moving on Aleppo, along with air strikes by helicopters and fixed-wing aircraft, represented a serious escalation of Assad's efforts to crush a rebellion that began 16 months ago.

"This is the concern: that we will see a massacre in Aleppo, and that's what the regime appears to be lining up for," State Department spokeswoman Victoria Nuland said.

Troops stationed on the outskirts of the city unleashed barrages of heavy-calibre mortar rounds on the western neighborhoods of Saladin, al-Sukkari and al-Fardos, while Russian-built MI-25 helicopter gunships struck al-Sakhour in the east with rockets, opposition activists in the city said.

The heavy fighting around Aleppo follows an audacious bomb attack that killed four of Assad's closest lieutenants in Damascus on July 18 and led some analysts to speculate that the government's grip was slipping.

RISING CASUALTIES

In the first reported casualty on Friday, a man of about 60 wearing a traditional white prayer outfit was killed near a park in Saladin. His body was placed in a mosque pending identification.

Thirty-four people were killed in and around Aleppo on Thursday, according to opposition activists.

"The rebels have so far been nimble, and civilians have mostly been the victims of the bombardment," said activist Abu Mohammad al-Halabi, speaking by phone from the city.

"There is lots of internal displacement, and schools have been turned to makeshift shelters that are packed. One shell hitting a school will result in a catastrophe," he said.

"The regime is massing troops and tanks at the entrances of Aleppo, but it seems it is for now content with bombarding the city, with the rebels constantly on the move."

Majed al-Nour, another activist, said rebels attacked a security outpost in the neighborhood of Bustan al-Joz, which is close to the Aleppo city centre, on Thursday.

"The rebels are present in the east and west of the city, and have a foothold in areas of the centre. The regime forces control the entrances of Aleppo and the main thoroughfares and commercial streets and are bombarding the residential districts that fell into rebel hands," he said.

Nour said tens of thousands of people had fled Aleppo to nearby northern rural regions close to Turkey from which the Syrian army has withdrawn in recent weeks to focus on urban areas where relatively lightly armed rebels have hunkered down.

With U.N. Security Council resolutions for sanctions against Syria vetoed by Russia and China for a third time last week, the United States has said it is stepping up assistance to Syria's fractured opposition, although it remains limited to non-lethal supplies such as communications gear and medical equipment.

Reuters has learned that the White House has crafted a presidential directive, called a "finding," that would authorize greater covert assistance for the rebels, while still stopping short of arming them.

It is not clear whether President Barack Obama has signed the document, and U.S. officials declined to comment on the finding, which is a highly classified authorization for covert activity.

UNITING THE OPPOSITION

A Syrian parliamentarian representing the northern province of Aleppo said on Friday she had defected to Turkey, becoming the first member of the rubberstamp assembly elected in May and dominated by President Bashar al-Assad's Baath Party to defect.

"I have crossed to Turkey and defected from this tyrannical regime ... because of the repression and savage torture against a nation demanding the minimum of rights," Ikhlas al-Badawi told Sky News Arabia.

One of the most senior figures to defect from Assad's inner circle, Brigadier General Manaf Tlas, has put himself forward as someone who could help unify the opposition inside and outside Syria on a plan for a transfer of power.

Tlas, speaking in a newspaper interview in the Saudi city of Jeddah, also said he was looking for support from Saudi Arabia and other powers. "I am discussing with ... people outside Syria to reach a consensus with those inside," Tlas told Thursday's edition of Asharq al-Awsat.

Tlas went on to Turkey and met Foreign Minister Ahmet Davutoglu. [ID:nL6E8IQNPT] Turkey, a former ally of Assad and now one of his fiercest critics, has a heavy strategic stake in shaping any post-Assad leadership in neighboring Syria.

Tlas appeared briefly with Davutoglu at an official guest house but made no statement.

Turkey closed its border posts with Syria on Wednesday to all traffic except Syrian refugees.

Russia, one of the few remaining allies of the authoritarian Assad, whose family has run Syria for 42 years, said calls for him to quit power were hindering efforts to end the conflict.

Foreign Minister Sergei Lavrov said such calls, led by the United States, Turkey and other Western and Arab nations, were fanning violence. He reiterated Moscow's contention that support for Syrian rebel groups was tantamount to backing terrorism.

Germany said Russian and Chinese backing for Syria was a big problem. "For this reason we urge them to recognize that the time of the Assad regime is over," Foreign Minister Guido Westerwelle told German TV.

Apparently Apple executives are really starting to get worried about competition from Amazon's App Store.

In a new piece about the ongoing rivalry between the two tech giants, The Wall Street Journal drops this little tidbit:

Apple is also paying close attention to Amazon's app store, according to developers, who said Apple executives have told them they think Amazon's controlled, iTunes-like approach makes it more competitive than other app stores, including one operated by Google Inc.

That might sound odd at first considering that Amazon's App Store had just more than 30,000 apps as of March of this year, while Apple's App Store currently has more than 650,000 apps.

However, Amazon does have a leg up on some of Apple's other competitors in the app market in part because its model is so similar to Apple's. Amazon has reviewers who decide whether an app gets accepted into the app store (unlike Google), which ensures a certain amount of quality control. Amazon also has a huge existing customer base already, most of whom have credit card information on file with the company (like Apple), which makes it easier for them to make purchases in the app store.

Indeed, at least one study has already shown that Amazon's app store generates more revenue per user than Google, and not that much less than Apple. This, in turn, could help the company attract more app developers who are frustrated with the difficulty of making money with Android. Amazon is already ramping up the process of actively courting developers as is.

It still seems premature to view Amazon's app store as a big threat to Apple, but considering that Amazon is reportedly looking to compete more with Apple in the future by launching a larger Kindle Fire tablet and a new smartphone, Amazon's app store could pose a bigger threat down the road.

Colleges and universities are receiving a final version of the ?financial aid shopping sheet? designed by the Obama administration to provide students with standard, easy-to-understand information about their financial aid award and obligations.

The model letter is the culmination of an administration effort to get colleges to standardize award letters so that they provide clear information on grants, loans and other available aid to students along with the student?s total net cost of attendance. The Education Department and Consumer Finance Protection Bureau jointly unveiled the model after months of collaborating on the project.

?We are standing up for a simple and sensible concept: students should know before they owe,? said Richard Cordray, the bureau director.

Cordray said the letter is designed to minimize confusion so that students and their families understand their costs and risks.

?Too often students receive financial aid award letters that are laden with jargon, use inconsistent terms and calculations, and make it unnecessarily difficult to compare different financial aid awards side-by-side,? he said.

Since opening for business in 2011, the consumer bureau has heard from ?thousands of student loan borrowers who say that they simply did not understand what they signed up for,? he said. In some cases, students took out private student loans when they still had not exhausted all of their eligibility for subsidized federal student loans.

?All too often, borrowers got in way over their heads.?

Among other components, the shopping sheet clearly states the aid that will come to students in the form of grants, loans and scholarships. It also lists additional options such as college work study as well as the expected family contribution that students and their families are expected to make toward the cost of attendance.

While participation by colleges is voluntary, administration officials are calling on colleges to adopt the form. In June, the White House held a forum led by Vice President Biden in which 10 post-secondary institutions committed to using the model. The 10 included North Carolina A&T University, a historically Black institution. North Carolina A&T said it joined the initial wave of institutions using the letter because it wanted to avoid confusion among the large share of students at the university who rely on some form of financial aid.

?The form lays out what is a loan and what is a scholarship. It lays out the total cost of attendance including tuition, fees, and other expenses,? Cordray said. ?And in doing all of this, it enables prospective students to compare one college offer to another.?

The National Association of Student Financial Aid Administrators (NASFAA), which represents campus financial aid directors, is urging its members to ?carefully review? the shopping sheet before adopting it.

NASFAA President Justin Draeger said the Obama administration has incorporated some of the association?s recommendations for the final award letter. Yet he voiced some caution.

?While we are pleased that institutions are not required to adopt the shopping sheet, we remain concerned with the inflexible standardization of the shopping sheet, and more broadly, with the multitude of consumer disclosure initiatives that have been introduced in recent months,? he said in a statement. ?Institutions need flexibility to design a financial aid award letter that best meets the needs of their unique student populations.?

Obama pledges to tackle gun violence after Colorado killing

NEW ORLEANS (Reuters) - President Barack Obama pledged on Wednesday to work with Democrats, Republicans and community leaders to "arrive at a consensus" on how to reduce gun violence across the United States.

Closing out a multi-day trip that began in Aurora, Colorado, where he met with families and victims of the movie theater massacre there, Obama told a mostly African American audience that such tragedies are replayed on a smaller scale in cities throughout the country on a daily basis.

"Every day and a half the number of young people we lose to violence is about the same as the number of people we lost in that movie theater," Obama said in remarks at the National Urban League Conference in New Orleans.

"I'm going to continue to work with members of both parties and with religious groups and with civic organizations to arrive at a consensus around violence reduction."

Discussing or even touching on the issue of gun control in the United States during an election year is risky, and Obama has been careful to avoid making sweeping proposals that could offend gun owners and rally his Republican opponents.

The president made a point of emphasizing his support for the U.S. Constitution's Second Amendment, which covers the right to bear arms.

"We recognize the traditions of gun ownership that passed on from generation to generation, that hunting and shooting are part of a cherished national heritage," Obama said.

"But I also believe that a lot of gun owners would agree that AK-47s belong in the hands of soldiers, not in the hands of criminals. That they belong on the battlefield of war, not on the streets of our cities."

Research ban for surgeons after probiotic experiment

It sounds like a particularly lurid episode of the TV medical drama House: in a last-ditch attempt to help people with advanced brain cancer, their surgical wounds are deliberately infected with "probiotic" bacteria to stimulate their immune systems into fighting the tumours.

Rather than ending with miraculous recoveries, however, this incident led to two surgeons at the University of California, Davis, being banned from conducting research on human volunteers.

News of the surgeons' reprimand, revealed by the Sacramento Bee newspaper, has alarmed bioethicists. "There are a lot of red flags," says Jonathan Kimmelman of McGill University in Montreal, Canada, who studies the ethics of clinical research.

The case raises tough questions about the standards of evidence that should be met before experimental therapies are tested in people ? even those with just weeks to live who may feel that they have nothing to lose.

It also reveals a clash of cultures between surgeons, who are free to try experimental procedures with little regulation, and medical researchers who typically have to present reams of evidence from animal studies before winning approval to test new drugs or biological therapies on human volunteers.

Paul Muizelaar and Rudolph Schrot infected the surgical wounds of three people suffering from glioblastoma with Enterobacter aerogenes bacteria. Each patient was expected to die within weeks, and the pair reasoned that the only hope was to test the intriguing suggestion that people with glioblastoma tend to survive for longer if their surgical wounds get infected.

Bacterial boost

The idea is that an infection stimulates an inflammatory response that may also help fight the cancer. Despite multiple anecdotal reports, the idea has been investigated systematically in just two studies.

The first, published in 2009, looked at 382 people who underwent surgery for glioblastoma at Columbia University in New York. It found no evidence that the 18 who developed a post-operative infection survived for any longer.

A second study, run at the Catholic University of Rome in Italy and published in 2011, did find that patients whose wounds got infected lived longer. However, just 10 out of 197 patients developed infections, and the researchers conceded that the study was "not definitive".

Divided opinion

Specialists in glioblastoma are divided on whether the idea is worth pursuing. "The data is soft at best," concludes Mitchel Berger, head of neurological surgery at the University of California, San Francisco. But Jeffrey Bruce of Columbia University, a member of the team that found no evidence that infection helps, is more optimistic: "It's a reasonable thing to investigate," he says.

The three patients treated by Muizelaar and Schrot all died ? although Muizelaar notes that one lived for many months longer than had been expected. In a letter sent to the US Food and Drug Administration (FDA), the university authorities say that two of the patients died of sepsis ? a systemic response to bacterial infection. Muizelaar disputes this conclusion, arguing that two died from cancer and just one from sepsis.

Muizelaar also maintains that he wasn't, as the university asserts, conducting clinical research without approval from a local ethical review board and the FDA. "It was not my intention to do a clinical trial," says Muizelaar, who describes his attempts to treat patients using bacterial infections as "innovative care".

For Kimmelman, the case illustrates the different standards that apply in experimental surgery, compared to research on drugs and biological therapies. "The realm of surgery is virtually unregulated," says Kimmelman. "There's very little pressure on surgeons to rigorously evaluate their procedures."

When Muizelaar and Schrot started infecting patients with bacterial cultures, however, they moved from the realm of surgery into a therapy that the FDA would classify as an experimental drug. "There probably is a clash of cultures here," Kimmelman observes.

IMF says China's economy reached 'soft landing'

(AP) ? China has achieved a "soft landing" in its economic slowdown, the IMF says while cautioning that more sweeping reforms are needed to ensure healthy growth in the longer term.

In a report Wednesday on its website, the IMF praised China's leaders for adjusting policies to help counter the malaise plaguing the global economy that has also slowed robust growth in China and other emerging nations.

"China's economy seems to be undergoing a soft landing, though global headwinds are increasing," said the report, issued after IMF consultations with Beijing.

It notes that China has reduced some imbalances in the world's second-biggest economy, such as its once huge trade surplus, and brought inflation under control. But it pointed to risks from excessive bank lending and urged more effective regulation to ensure financial stability.

"Overall we are very confident that China is experiencing what we would call a soft landing," Markus Rodlauer, deputy director of the IMF's Asia & Pacific Department, said in a video interview.

"This means growth of about 8 percent. This is less than it was in the past but still it compares very favorably to what is happening around us," he said.

China's second-quarter growth fell to a three-year low of 7.6 percent as exports, consumer spending and factory output weakened. Analysts say a rebound might begin in the second half but could take longer to take root and be weaker than previously expected.

That has dampened hopes it might make up for weak Western demand and drive global growth. Just a week earlier, the IMF had cut its 2012 growth forecast for China's economy by 0.2 percentage point to 8 percent and said a "hard landing" was still possible.

It forecasts growth in 2013 of 8.5 percent.

Preliminary results of a monthly survey of Chinese manufacturers released Tuesday showed the contraction in manufacturing eased in July. HSBC's Purchasing Managers' Index, which combines various measures of manufacturing activity, rose to 49.5 from 48.2. Readings above 50 denote growth. The individual gauge of factory output showed an expansion in production.

On Wednesday, a senior official from the Ministry of Industry and Information Technology told reporters in Beijing that data over the past three months showed industry production was stabilizing.

However, Zhu Hongren, the ministry's chief engineer cautioned that growth remained relatively weak.

"We need to do more to ensure stable and rapid development of the industrial economy," Zhu said.

China has cut interest rates twice since the start of June and is seeking to counter its slowdown through higher spending on public housing and other public works and investment by state-owned industry. It is moving cautiously, hoping to avoid the inflationary overheating unleashed by recession-fighting stimulus in 2008 and 2009.

Authorities say curbs imposed on home sales to cool surging housing prices will remain in place, even though allowing more construction could quickly boost growth. Rodlauer, the IMF economist, said there were some signs of recovery in the housing sector.

"We now have seen three property cycles over the past 10 years," Rodlauer said. "There is a need to reduce this boom and bust in the property sector."

Healthy longer term growth will hinge on Beijing's success in stimulating domestic demand and reducing its reliance on investment, especially in construction, to drive growth, he said.

"China has tremendous potential and will continue to grow rapidly, but to tap this potential it will have to change," he said. "A host of reforms are necessary."
